The current HIC application configuration defines 18 engines. Licensed engine availability, usage limits, and Pipeline Composer access are set by the signed deployment scope rather than automatically granting every configuration to every licensee.

SLA113 adds the operator console, specialized engine and white-label platform stack, orchestration, dashboards, and branded instance minting on top of Empire-1 HIC.
